The same group gave a somewhat underwhelming performance at last year's Tampere Jazz Happening and though this recording is a better offering it is a moot point as to whether the music matches the best of Blanchard's work of the past decade, above all Magnetic. As the band name suggests the trumpeter is in full-on electric mode here with heavy ‘deep on the one’ grooves placing him somewhere between the neo-soul of Roy Hargrove's RH Factor and Christian Scott's anthemic rock fuze, and for the most part the results are decent. Always outspoken, Blanchard is mindful to reflect his indignation with the alarming state of race relations in America and the title evokes the ongoing victimisation of African-Americans by the forces of law and order: think of ‘I can't breathe’, the haunting last words of Eric Garner. Bolstered by an incisive soliloquy by Blanchard's son JRei Oliver the title track is an eloquent meditation on sinister events, yet sadly the rest of the material doesn't maintain that standard. Though dispensed with power and precision the funk can't quite combust elsewhere and the electronics sadly neutralise the ambiance on some tracks as much as they galvanise it on others. Blanchard, contrary to his fine work on numerous film scores, does not find that killer theme or orchestration to give the work a sense of centre. The net result is a passable outing for a new electric group still searching for its vital creative spark.
